Resumen
El objetivo de esta investigación, es establecer la aplicabilidad de un modelo de gestión
basado en Competencias Laborales como una herramienta estratégica para una
empresa constructora. Todo esto se debe iniciar sin pasar a llevar los objetivos
propuestos por la organización, fundados en valores, políticas, estrategias, entre otros,
que la empresa desea mantener a lo largo de la aplicación de un modelo de
competencia.
Esta herramienta puede ser llevada a cabo por diversos roles dentro de una empresa,
pero en el caso de esta tesis está dirigida a un grupo en particular, siendo el rol del
Supervisor de Obra, donde se analiza su desempeño, experiencia y habilidades antes
de la aplicación de un modelo basado en competencias. Así se puede establecer
funciones laborales críticas, para establecer posibles cambios en conductas que hasta
ese momento no resultaban eficientes, y entregar una capacitación con el fin de sacar
provecho al máximo capacidades que ni siquiera el propio trabajador había logrado
explotar a ese nivel.
El poder aplicar Competencias Laborales como herramienta que optimice al máximo la
gestión de mano de obra, no resulta ser un proyecto irreal, por lo contrario, el éxito es
alcanzable si se tiene disposición a cambiar la mentalidad sobre una mano de obra que
no es tan bien valorada. Cambiar la mentalidad en la estructura organizativa más alta,
como la de mandos medios e inferiores.
The objective of this investigation is to establish the application of a management model based in Working Competitions as a strategic tool for a construction company. Everything must begin without forgetting the aims established by the firm, which is based in values, politics, strategies and so on. The Enterprise wants to keep these factors through the application of a competitive model. This tool can be carried out through different roles in a Company but, in this case will be directed to a particular group. The role of the Site Supervisor was analyzed taking into account his performance, experience and skills before the application of a model based in competitions. In this way, difficult working functions can be established to point out possible changes regarding behaviors which up to that moment were not efficient and to grant a training owing to take advance of the skills that neither the worker himself had exploited in the best way. On applying Working Competitions as a tool that favors the performance of the working force, this is not a real project, and on the contrary, the success can be achieved if there is disposition to change the mind when thinking about a working force which is not well — valued. Change the mind in the organization structure that is above all, for instance the inferior's jobs.
