Desde tiempos remotos, el hombre ha buscado protegerse de los elementos hostiles
presentes en el medio que lo rodea. El desarrollo, la industrialización, la invención del
automóvil y el incesante crecimiento de centros urbanos han generado los más variados
problemas, entre éstos la contaminación.
La contaminación producida por el ruido, dependiendo de sus características, afecta las
actividades diarias tales como conversar, dormir, trabajar, actividades intelectuales,
además interactúa con el ser humano generando alteraciones de tipo fisiológico y/o
psíquico.
La atenuación del ruido ha sido una preocupación constante, existen variadas normas
que regulan la emisión de ruido de la industria y los medios de transporte, y las
características que deben cumplir los recintos habitacionales e industriales para atenuar
sus efectos.
La Ordenanza General de Urbanismo y Construcción ha incorporado una serie de
modificaciones orientadas a establecer estándares mínimos de habitabilidad, que
pretenden solucionar muchos de los problemas de ruido que afectan los recintos
habitacionales, además de llenar los vacíos legales existentes, pues ningún reglamento
establecía con claridad los requisitos de aislamiento acústico que deben cumplir las
edificaciones.
La nueva normativa acústica, establece procedimientos de medición normados y
estandarizados, por medio de valores exigidos de referencias internacionales. La
reglamentación, que es una adaptación de las normas ISO, fija los niveles de
atenuación mínima para muros medianeros en 45 dB (A) y máxima de impacto para
entrepisos en 75 decibeles.

The new rules acoustic, establishes procedures for measuring regulated and standardized by securities required international benchmarks. The regulations, which is an adaptation of ISO standards, sets the levels of minimum attenuation walls for a mediator in 45 dB (A) and maximum impact for mezzanine at 75 decibels.
