Resumen
En la actualidad, cada vez más organizaciones están conscientes de
que para entregar productos y servicios de calidad acordes con las
exigencias del cliente, es necesario garantizar la calidad de los procesos
tanto internos como externos; entre ellos los asociados a la relación clienteproveedor.
De allí, la necesidad e importancia de contar con proveedores
altamente confiables y que permitan asegurarnos su buen desempeño, al
entregar materias primas e insumos que cumplan con todos los requisitos de
calidad y oportunidad de la organización.
La norma en que se basan la gran mayoría de los sistemas de gestión
de la calidad, ISO 9001:2000, menciona que se debe evaluar y seleccionar a
los proveedores en función de su capacidad para suministrar productos de
acuerdo con los requisitos; de igual forma la norma ISO 15189:2003
establece que el laboratorio clínico debe evaluar a los proveedores de
reactivos críticos, insumos y servicios que afecten la calidad de los
exámenes.
Identificar, seleccionar, evaluar y calificar a los proveedores es una
actividad sistemática y de mejora continua que genera la información
necesaria para tomar decisiones, disminuye el número de no conformidades,
asegura el suministro continuo de productos y establece relaciones
mutuamente beneficiosas con los proveedores.
Este estudio describe la actualidad nacional de un sector importante de
los laboratorios clínicos en materia de proveedores y plantea un modelo de
gestión y procedimientos para la identificación, selección, evaluación y
calificación de los proveedores de laboratorio clínico de manera sencilla y
aplicable a laboratorios de diferentes complejidades.
La realidad nacional muestra que si bien la mayoría de los
laboratorios clínicos efectúan algún tipo de evaluación de sus proveedores,
no poseen un proceso documentado de esta gestión. A su vez, se detecta
que la gran mayoría no realiza un análisis estadístico de los resultados y
datos obtenidos de esta actividad.
Este estudio espera ser un aporte para la implementación de un
modelo de gestión del proceso de selección y evaluación de proveedores,
entregando también modelos para los documentos y registros que se ocupan
en esta actividad y que resultan fundamentales para la toma de decisiones
basada en datos objetivos.
Currently an increasing number of organizations are taking care about providing best quality products and services according to their customer requirement which demands to guarantee internal and external company processes. For this reason is necessary and important to count with highly reliable suppliers offering raw materials and goods that meet all the company quality demands. Most of the Quality Management System are based on ISO 9001:2000 norm which says Suppliers must be evaluated and chosen according to the their ability to provide products which meet specific requirements. In the same way the norm ISO 15189:2003 for Clinical Laboratories demands that all the critical reagents, raw materials and services suppliers must be evaluated in order to guarantee quality of Lab Analysis results. Identification, evaluation, choosing and qualification of suppliers is a continuous improvement systematic activity which provides valuable information for making decision, decreasing the number of non conformities and assuring the permanent supply establishing beneficial relationships for both, the company and suppliers. This study describes the reality of an important sector of Clinical Laboratories in relation with Suppliers and gives a simple model for Suppliers Management including procedures to identify, evaluate, chose and qualify suppliers. Model could be useful for different complexity labs. The state of the art of the country shows although most of the Clinical Labs evaluate in different ways their suppliers they do not have a formal management system for this process. More over existing procedures are not documented and there is not statistical analysis of the data obtained in the evaluation. We believe that this study will be a real help for Labs to implement a Model Suppliers Selection and Evaluation Management providing forms for different documents and records used in this activity which are needed to make good decisions based on reliable data.
