El Ministerio de Obras Públicas, MOP, tiene como principal objetivo contribuir
al desarrollo económico, social y cultural del país, a través de la provisión de servicios
de infraestructura pública y la gestión de recursos hídricos, con un enfoque de calidad,
eficiencia y sustentabilidad.
Ciertas tipologías de proyectos de infraestructura del MOP, están dirigidas
específicamente a la reducción del riesgo de desastres, así mismo ciertos proyectos que
no persiguen tal objetivo principal, incluyen medidas para prevenir o mitigar el riesgo de
daños o pérdidas en la infraestructura frente a determinadas amenazas. Sin embargo, la
Gestión del Riesgo de Desastres, GRD, no está incluida formalmente en todas las
metodologías de proyectos de infraestructura de este ministerio.
El presente estudio tuvo como objetivo desarrollar un análisis metodológico para
la integración de la GRD en los proyectos de infraestructura del MOP, a partir de la
revisión de metodologías y lineamientos nacionales e internacionales, teniendo como
resultado la identificación de herramientas actualmente consideradas en algunas de las
metodologías de formulación y evaluación de proyectos del Ministerio de Obras
Públicas que, complementadas con las herramientas y metodologías encontradas en
ámbito nacional e internacional, posibilitan un desarrollo en estas materias.
The Ministry of Public Works (MOP) has as main objective to contribute to the economic, social and cultural country’s development through the provision of public infrastructure services and the hydric resources management, with a focus on quality, efficiency and sustainability. Some types of MOP infrastructure projects are specifically aimed at disaster risk reduction, while other projects types do not pursue this main objective include measures to prevent or mitigate the risk of damage or loss to the infrastructure against threats. However Disaster Risk Management, GRD, is not formally included in all infrastructure projects methodologies. The objective of this study was to develop a methodological analysis for the integration of the DRM in the infrastructure projects of the MOP, based on the revision of national and international methodologies and guidelines, resulting in the identification of tools currently considered in some of the formulation methodologies and evaluation of projects of the Ministry of Public Works that complemented with the tools and methodologies found in national and international scope, make possible a development in these topics.
