Resumen
El presente trabajo indaga y relaciona las normativas nacionales relacionadas con la
seguridad (Prevención de Riesgos) y cuál ha sido su evolución en los últimos años, con
respecto al diseño, implementación y uso de la "Línea de Vida y Arnés de Seguridad",
dentro de la "Cadena de Seguridad".
" También, se pretende conocer como han variado y
mejorado los estándares, en lo que se refiere a la Prevención de Riesgos.
En el desarrollo se destacan los beneficios que se pueden obtener a través de la
adopción de políticas de seguridad adecuadas y competentes en la ejecución de
trabajos en altura. Esto con el propósito de que una mayor cantidad de empresas
constructoras chilenas, independiente del tamaño de éstas, implementen y cumplan las
normativas vigentes, con el fin de reducir los accidentes de este tipo.
Como conclusión de este trabajo se indica que la actual normativa nacional, debería ser
complementada o actualizada usando como referencia, entre otras, las normas
extranjeras citadas. Especialmente en lo referente al diseño de las instalaciones de
protección, en este caso específico, las denominadas "Líneas de Vida y Arnés de
seguridad".
Asimismo, resulta recomendable sugerir la creación de una institución de atributos
similares al existente en el ámbito de la minería, Sernageomin. Esta institución, además
de regular las actividades desde el punto de vista de la seguridad para todos los
trabajos ejecutados en las áreas mineras, también capacita y controla la actividad de
los supervisores de seguridad asignados a dichos trabajos.
Por último, cabe señalar que el éxito de la reducción de este tipo de accidentes
depende del esfuerzo conjunto de todos los participantes en la actividad de la
construcción, vale decir, el mandante, la empresa constructora, los supervisores, los
trabajadores y los responsables de generar la normativa pertinente.
This study investigates and relates national standards & regulations related to Risk Prevention and its evolution in recent years regarding to the design, the implementation and the use of the "Line of Life and Security Harness" within the "Security Chain". Is also intended to explore the way they have changed and improved standards with regards to the Hazard Prevention. In this investigation emphasizes the benefits that can be obtained adopting appropriate and well qualified security policies in performing work at altitudes. The purpose of this is to accomplish that a larger number of construction companies in Chile, independently of their size, carry out and comply with the existing regulations, in order to reduce accidents of this kind. As a conclusion of this work, it is stated that the current national legislation should be supplemented or updated using as a reference, among others, the aforementioned foreign rules and regulations. A special emphasis should be put with in the design of the "protection facilities", and specifically in the so-called "Lines of Life and Security Harness". lt is also advisable to suggest the creation of an institution of similar attributes to that existing in mining field, called Sernageomin. This institution, in addition to regular activities from the point of view of security for all work performed in the mining areas, also qualifies and controls the activity of the Security Supervisors assigned to such work. Finally, it should be remarked that the success in the reduction of such accidents depends on the combined efforts of all participants in the construction activity, namely, the owner, the construction company, supervisors, workers and those responsible for generating relevant legislation.
