Propuesta de monitoreo de la gestión del uso público en las áreas protegidas del sistema nacional de áreas protegidas (SNAP) de Uruguay

La presente propuesta de Monitoreo de gestión del Uso Público pretende evaluar el cumplimiento o nivel de cumplimiento de los principios y criterios que establecen las Directrices Nacionales para la Planificación del Uso Público de las áreas protegidas de Uruguay, con el fin de obtener datos que permitan orientar una gestión efectiva para que el Uso Público cumpla con su rol de aportar a los objetivos de conservación del área y acercar a los visitantes sin generar impactos negativos en el ambiente.
La metodología para abordar la elaboración de la propuesta se basó principalmente en la recopilación y revisión de información secundaria; el análisis de la información seleccionada; la elaboración de la propuesta; y las conclusiones y recomendaciones.
Los resultados generados de acuerdo a los objetivos propuestos se traducen en un diagnóstico institucional en cuanto a las áreas protegidas en Uruguay y el análisis de los principios y criterios presentes en las Directrices Nacionales para la Planificación del Uso Público de las áreas protegidas de Uruguay. Finalmente se realizó la propuesta de monitoreo de efectividad del Uso Público, la cual se obtuvo adaptando una metodología internacional llamada METT (Management Effectiveness Tracking Tool), y se identificaron indicadores para valorar los ámbitos de la gestión y se describieron los niveles de cumplimientos de cada uno con su respectivo puntaje. Para lograr un valor que permitiese obtener un porcentaje de efectividad se elaboró una fórmula según el puntaje obtenido.
Esta herramienta de Monitoreo para la efectividad de la gestión del Uso Público es un aporte al Sistema Nacional de Áreas Protegidas de Uruguay y con su contribución en la gestión aporta a garantizar un buen manejo que se traduce en un aporte a la sustentabilidad.
This proposal of Public Use Management Monitoring intends to monitor compliance or level of compliance with the principies and criteria established by the National Planning Guidelines for Public Use of the protected areas of Uruguay , in order to obtain data that could guide effective management that allows the Public Use to fulfill its role of contributing to the conservation objectives of the area and bring visitors without any adverse impacts on the environment. The methodology to address the development of the proposal was mainly based on the collection and review of secondary data; analyzing the selected informatio n; the development of the proposal; and conclusions and recommendations. The results generated according to the proposed objectives are translated into an institutional assessment regarding protected areas in Uruguay and into the analysis of the principies and criteria set out in the National Guidelines for Public Use Planning of protected areas in Uruguay . Finally a monitoring effectiveness of public use was proposed, which was obtained by adapting an intemational methodology called METT (Management Effectiveness Tracking Tool) and indicators to assess the areas of management were identified. Also levels of compliments were described , each with its own score. In order to achieve a value that would allow to obtain an effectiveness rate, a formula was developed according to the obtained score. This tool for monitoring the effectiveness of the management of public use is a contribution to the National System of Protected Areas of Uruguay and its contribution to management brings to ensure good governance and sustainability
