El presente estudio tiene por finalidad el investigar la importancia que tiene una adecuada instalación y utilización de una Línea de Vida, como también de los Elementos de Protección Personal al momento de realizar Trabajos en Altura con riesgo de caída a distinto nivel, en el área de la construcción.
Mediante datos estadísticos nacionales, se pretende visualizar la situación chilena en lo que respecta a la cantidad de accidentes que ocurren por la causa anteriormente mencionada.
Asimismo se pretende conocer la normativa específica nacional relacionada con el tema, y en general, los aspectos legales relacionados con la prevención de riesgos laborales, particularmente para los accidentes por caída a distinto nivel.
Con los antecedentes anteriormente mencionados, se plantean diversos cuestionamientos sobre aspectos técnicos, normativos, administrativos y legales.
Por otra parte, teniendo en cuenta los avances tecnológicos en lo que respecta a implementos de protección contra caídas, como también la necesidad gubernamental de alcanzar mejores estándares en seguridad laboral, debido a los Tratados Internacionales y a las modificaciones legislativas nacionales, se considera importante proponer medidas que puedan en conjunto, disminuir los accidentes laborales.
Finalmente, no se pretende establecer responsabilidades ante las carencias que se presentan al momento de realizar, controlar y fiscalizar actividades riesgosas; sino por el contrario, se busca dar a entender que se pueden hacer dichas tareas con mayor calidad y en forma más segura. Lo anterior, se puede lograr mediante la integración de todos los participantes en el rubro de la construcción, es decir, empresarios, profesionales y trabajadores, de modo de obtener un beneficio para todo el sector, y por ende, para el país.
The objective of this study is to investigate how important is the proper installation and utilization of a Safety Une as well as Personal Protection Elements during performance or execution of high elevation fall risk activities, in the construction field. National construction statistics data has been used to show up the large amount of accidents that have occurred during the last years, due to this type of activity. To get a clear understanding about the issue, review of specific national codes, legal aspects and construction procedures have been made in relation to risk prevention for people working at high-rise areas. Taking into consideration the previously mentioned information, several statements have aroused regarding legal, administrative, technical and procedure aspects. On the other hand, having in mind the current technical development of protective elements against accidents, in addition to a national necessity to update regulations so as to meet International Treats of Quality Standards for work safety, it is important to propose some guidelines which, all together, can help to reduce this kind of accidents. Finally, since the idea is not to blame anyone because of the lack of adequate regulations during risky activities supervision, but, on the contrary, what is intended is to reduce accidents by training construction people and supervisors. This can be achieved by integrating construction people and making them understand that working safe following adequate working procedures will be useful for themselves and also for the country.
