Resumen
El presente proyecto de título centra sus esfuerzos en el Hospital de Carabineros
del General Humberto Arriagada Valdivieso ubicada en la comuna de Ñuñoa de la Región
Metropolitana encargada de la atención médica de los funcionarios de la mencionada
institución, sus familiares, miembros tanto de la Policía de Investigaciones como de
Gendarmería de Chiles y aquellos socios de la Mutualidad de Carabineros.
El presente Hospital basa su funcionamiento en una gestión por procesos que
buscan integrar de manera eficiente aquellos procedimientos asistenciales para brindar
salud con los aspectos administrativos que sustentan su funcionamiento. Por medio de esto
resulta válido aclarar institucionalmente Carabineros de Chile administra sus procesos por
medio de una metodología bastante particular, la cual se denomina Modelamiento Visual
Participativo para su modelamiento y representación; y la Metodología de Acciones
Rápidas para su rediseño.
El punto de partida para un desarrollo planificado parte desde la propuesta de los
objetivos tanto general como específicos que se desprenden del primero, las limitaciones
y los alcances necesarios para abarcar correctamente el proyecto.
Al enfocar el trabajo en los procesos referentes al abastecimiento de los insumos
médicos del hospital se busca mejorar dichas gestiones en consideración a su importancia
y la criticidad de su impacto en caso de la suscitación de imprevistos pudiendo generar
consecuencias que repercutan directa como indirectamente en la salud del paciente.
A medida que el trabajo se va desarrollando se pueden identificar, levantar y
modelar aquellos procesos críticos que intervienen dentro de los principales procesos de
abastecimiento en base a su criticidad para su posterior análisis. El mismo es el paso para
la detección de los problemas, la priorización de los mismos, la búsqueda de soluciones y
las propuestas más provechosas alineados con los objetivos y encasillado dentro de los
límites y alcances previamente establecidos. Por lo tanto, se logra establecer una serie de propuestas para la mejora en la gestión
de dichos procesos considerando aspectos desde el rediseño de los procesos hasta la
implementación de las tecnologías evaluando su prefactibilidad y su beneficio final dentro
de la gestión por medio del control de variables críticas de medidas considerando que no
se puede mejorar lo que no se puede medir.
Llegando al desarrollo de unas propuestas acabadas de mejoras de los procesos y
estableciendo una puerta de entrada a futuros proyectos de implementación, evaluación y
mejoras.

By focusing the work on the processes related to the supply of medical supplies to the hospital, the aim is to improve these procedures in consideration of their importance and the criticality of their impact in the event of unforeseen events, which can generate consequences that have direct and indirect repercussions on health. of the patient. As the work develops, those critical processes that intervene within the main supply processes can be identified, surveyed and modeled based on their criticality for subsequent analysis. It is the step for the detection of problems, their prioritization, the search for solutions and the most profitable proposals aligned with the objectives and pigeonholed within the previously established limits and scope. Therefore, it is possible to establish a series of proposals for the improvement in the management of said processes considering aspects from the redesign of the processes to the implementation of the technologies, evaluating their pre-feasibility and their final benefit within the management through the control of critical measurement variables considering that what cannot be measured cannot be improved.
