Sistema administrativo de Séptima Compañía de Bomberos de Santiago

Abstract

A raíz de la necesidad de la Séptima Compañía de Bomberos de Santiago (de aquí en adelante SEPCOM), de mejorar su calificación en el ranking anual que arroja la Comandancia tras las evaluaciones administrativas trimestrales, estas evaluaciones miden el cumplimiento de las normativas por las cuales se rigen las compañías respecto a fechas de entrega de información, formatos de documentos, entre otros, es a partir de esto, que nace la idea de convocar a un grupo de estudiantes de la Universidad Andrés Bello para la realización de un proyecto informático. Éste está compuesto por distintos subproyectos, y dada su magnitud fue necesario considerar un grupo de alumnos que implementarán un sistema informático para mejorar la gestión de procedimientos crípticos y administración de recursos. El objetivo fundamental de este proyecto es mejorar la gestión administrativa del Mando Administrativo a cargo del Secretario de compañía, mediante la creación de un sistema informático que asista en la realización de las tareas desempeñadas en la Secretaría. Los principales problemas detectados en este mando corresponden al manejo, almacenamiento y cumplimiento dentro de los plazos definidos por el Reglamento General del Cuerpo de Bomberos de Santiago, de documentos generados por Secretaría. Para llevar a cabo este proyecto se ha de utilizar distintas metodologías que en su conjunto otorgan administración, seguimiento y ejecución controlados y comprobados paso a paso, minimizando los riesgos que han de presentarse en las distintas etapas del proyecto. Para ello se han de realizar estudios técnicos y económicos para determinar la mejor alternativa en cuanto a plataforma y lenguaje para desarrollar las aplicaciones y determinar el costo de desarrollar el producto y la rentabilidad económica tanto para el inversionista como para la organización respectivamente.

As a result of the need to improve the annual ranking in the Command of the Seventh firemen's company of Santiago (SEPCOM ), cause of the administrative three-monthly evaluation. The evaluations measure the rules fulfillment in which the companies hand over information delivery, and many others documents. Because of this, awaked the idea of calling a group of students of the Andres Bello University to develop a project to create a computer system. This is set for different sub-projects and because of it magnitude it was necessary to considerate a group of students that made a computer system to improve the managements of cryptic procedures and administration of resources. The main target of this project is to improve the administrative resources of the Administrative Control in charge of the company's secretary, creating a computer system that assist the accomplishment of the tasks carried out in the Secretariat. The main problems detected in this control correspond to the handling, storage and fulfillment within the terms defined by the General Regulation of the Body of Firemen of Santiago, the generated documents for the Secretariat. To implement this project it has been used different methodologies that on the whole will supply of administration, track and control of the execution, early proved, minimizing the risk that could happened in different stages of the project. This is why, it has been prepared technical and economical studies to determinate the best alternative in platform and language to develop the applications and determinate the cost of making the product and the economic profitability to the investor and the organization.
